• As Chancellor, he constantly makes changes in pursuit of the Institution’s educational mission, and he draws strength from a diverse range of constituencies and bears responsibility, in turn, to each of them.
• The Chancellor does fruitful changes which always combine innovations with meaningful continuity. The Chancellor’s Office attempts to make available to those influencing and undergoing change a source of perspective and of experience to illuminate prospective choices.
•  To the extent that relationships are the lifeblood of a university, the Chancellor’s Office also exists to honor the obligations imposed by those relationships and to draw renewed strength from them as the University shapes its future.

Every Catholic University, as a university, is an academic community which, in a rigorous and critical fashion, assists in the protection and advancement of human dignity and of a cultural heritage through research, teaching and various services offered to the local, national and international communities. And so, Since the objective of a Catholic University is to assure in an institutional manner a Christian presence in the university world confronting the great problems of society and culture, the Chancellor of the Catholic University Institute of Buea, sees to it that these essentials are put in place:

•  A Christian inspiration not only of individuals but of the university community.
• A continuing reflection in the light of the Catholic faith upon the growing treasury of human knowledge, to which it seeks to contribute by its own research.
•  A fidelity to the Christian message as it comes to us through the Church
•  An institutional commitment to the service of the people of God and of the human family in their pilgrimage to the transcendent goal which gives meaning to life
• Above all the uniqueness of the University as an Entrepreneurial University

SECRETARY OF THE CHANCELLOR

• The secretary to the Chancellor provides professional secretariat and governance support to the Chancellor.
•  He follows up concerns on behalf and as the Chancellor demands.
•  He ensures the smooth functioning of the office; makes Provision of effective Central Records Systems for the Chancellor; Manages the Chancellor’s copyright and privacy obligations; Oversees the Chancellor’s web pages in respect of the Secretariat; prepares the chancellor’s report for the Board of Trustees, Council Meetings, and as demanded by the Chancellor.
• He follows up minutes and resolutions of the meetings where the Chancellor is present and other tasks as prescribed by the Chancellor. In all, he follows up the Chancellor’s activities.

The Chancellor goes in line with Corde Ecclesiae, which states:

For her part, Holy Mother Church, in order to fulfill the mandate she received from her divine founder to announce the mystery of salvation to all people and to renew all things in Christ … has therefore a part to play in the development and extension of education. Therefore, he is the supreme head of this institution and as such he is the Chair of the Board of Trustees and University Council.

As Bishop, Proprietor and Chair of the Board of Trustee and University Council, he remains the supreme Head of the University. As Chancellor, he is responsible for providing leadership to the Board of Trustee and University Council in the execution and review of its governance responsibilities.

By Virtue of the fact that he is proprietor and Bishop, he remains the final decision owner of the University. The Chancellor shall in relation to the University, take precedence before all other members of the University and when he is present shall preside at all meetings of convocation held for conferring degrees and at meetings of congregation.
